Interim Rate Review Panel Must be First Step, Not a Stall

REGINA: CTF Saskatchewan Director Richard Truscott says that today's announcement of an interim utility rate review process is a step in the right direction. But he is critical of its lack of independence, and is concerned that the government hasn't spelled out terms of reference. He also questioned why the government has not already rolled out plans for a permanent and independent rate review committee.
"This interim panel should be a step in the right direction, not an excuse to stall on establishing a permanent, fully independent, rate review process," says Truscott.
"The government doesn't have to reinvent the wheel. Several provinces have excellent rate review models that could be adapted for Saskatchewan," he adds.
Truscott also criticized the review panel's lack of independence from Cabinet. "If the panel is supposed to make technically and economically sound decisions with respect to utility rates, that decision should be final. The only reason for Cabinet involvement is to add political interference, which is exactly the problem with the current system."
He asks, "An independent review panel works to ensure fair rates for consumers and fair returns for utilities. What can politicians add to this except unfairness "
The Canadian Taxpayers Federation has been pursuing a independent rate review process for several years.
Truscott concludes: "In the absence of truly competitive process, Saskatchewan's Crowns need to be subject to the proper accountability so they remain answerable to their shareholders - the taxpayers of this province. By implementing an independent utility watchdog taxpayers will have the confidence that the rates charged by our Crowns are fair, reasonable, and justified."
